DIRECTIVE ON DOUBLE MAJOR PROGRAM

Aim

ARTICLE 1 – 1The aim of this directive is to regulate the procedures and principles governing the launch and conduct of double major programs between Bachelor's degree programs at Hacettepe University.

Scope

ARTICLE 2 – This directive covers the provisions on the procedures and principles to be applied in double major programs to be conducted at Hacettepe University.

Basis

ARTICLE 3 – This directive is based on Articles 44 and 14 of the Law no. 2547 and the provisions of "The Regulation on Transfer Between Associate Degree and Bachelor’s Degree Programs, Double Major and Minor Programs and Credit Transfers Between Higher Education Institutions" and "Hacettepe University Regulation on Associate and Undergraduate Education and Examinations".

Definitions

ARTICLE 4 – The terms in this Directive shall be defined as follows:

a) Double major program: the program which allows students who are enrolled in an undergraduate program at Hacettepe University to take courses from another Bachelor's degree program at the University and to be awarded two separate diplomas concurrently, providing that they meet the application, registration, passing conditions and other requirements,

b) Respective department: department, division / art division within a faculty, school, vocational school and State Conservatory at Hacettepe University, which conducts a Bachelor’s degree program and offers a double major program,

c) Respective Board: faculty board in faculties, school board in schools and vocational schools and Conservatory board in State Conservatory offering a double major program at Hacettepe University,

d) Respective Administrative Board: administrative board of a faculty, school, vocational school and State Conservatory offering a double major program at Hacettepe University,

e) The Student Affairs Office: Student Affairs Office of Hacettepe University,

f) The Rector: Rector of Hacettepe University,

g) The Rector's Office: Rector's Office of Hacettepe University,

h) The Senate: Hacettepe University Senate,

i) The University: Hacettepe University,

j) The University Administrative Board: Hacettepe University Administrative Board,

k) School: schools and vocational schools at Hacettepe University.

Launch of the Program

ARTICLE 5 – The double major program shall be offered upon the application of the respective department, with the proposal of the respective board and the approval of the Senate. Double major program shall be implemented in cooperation with the department that offers the program and the department that conducts the major program the student is enrolled in.

The student admitted to the program shall complete the number of credits required for graduation from the department that offers the double major degree, except for common courses and the courses whose equivalence is recognized. However, under no circumstances shall this credit amount be less than 25% of the total credit required for graduation.

The courses and credits that the student must take in the double major program shall be determined by the approval of the Senate upon the decision of the respective board and the proposal of the respective department. The curriculum and credits and contents of the courses in a double major program shall be set in a way that allows the student to achieve the learning outcomes defined in accordance with the minimum knowledge, skills and competencies they must acquire at the end of the program, taking into account the Higher Education Qualifications set forth by the Council of Higher Education.

The curriculum and the credits and contents of the courses/practices in a double major program shall be determined upon the proposal of the respective department, the decision of the respective board and the approval of the Senate.

A double major shall not be implemented between programs holding the same name, but teaching in different languages.

Implementation of the Program

ARTICLE 6 – Double major program shall be implemented as follows:

a) The academic standing in the double major program shall not affect the academic standing and graduation status of students in the major program they are enrolled in. Separate grade reports and transcripts shall be issued for the double major program.

b) Courses that will be counted towards both of the programs shall be determined by the respective department, taking into account the opinion of the department that conducts the major program which the student is enrolled in. The decision whether to count the courses taken by the student before enrolling in the double major program shall be concluded by the respective administrative board. The decision of the respective administrative board on the transfer of common required courses from the major program and the courses counted towards both of the programs to the double major program shall be submitted to Student Affairs Office, once the student graduates from the major program. These courses shall appear on the transcript once the student graduates from the double major program.

c) The required or elective courses that students must take in the double major program while continuing their studies in the double major program, shall not be counted towards the major program.

d) Students shall enroll in no more than one double major program concurrently. However, they may enroll in a minor and a double major at the same time.

e) In case a student withdraws from a double major program, s/he shall not be required to repeat the courses s/he has failed in the double major program.

f) To be admitted to a double major program that admits students with an aptitude test, students shall pass the aptitude test as well. This requirement shall not apply to students placed with an equivalent aptitude test to their major program.

g) Those who apply to a double major program taught fully or partially in a foreign language, shall pass the foreign language proficiency exam conducted by the School of Foreign Languages or get an equivalent score from one of the national or international proficiency exams accepted by the Senate.

Application and Admission Requirements

ARTICLE 7 –Application and admission requirements for double major programs are as follows:

a) With the exception of Law, Medicine, health-related programs and engineering programs, the quotas of double major programs shall be determined by the Senate and be no less than 20% of the quota of the programs. The department that offers the double major program shall announce the double major program and specify the quotas.

b) Applications shall be made no sooner than the beginning of the 3rd semester of the major program and no later than the beginning of the 5th semester in four-year programs; 7th semester in five-year programs; and 9th semester in six-year programs.

c) For students to apply to a double major program, they shall have taken and passed all the courses in their major program until the semester they apply to the double major; have a minimum CGPA of 2.75 at the time of application and rank in the top 20 percent of their class in the major program. From those who have a CGPA of 2.75 but have failed to rank in the top 20 percent of their class in the major program, students who have a score no less than the OSYS base score of the program offering the double major in the relevant year can also apply for the double major program.

d) Those who meet the requirements shall apply to the respective Dean's Office/Directorate that offers the double major program, within the period specified in the academic calendar with a letter enclosing their transcripts and stating their intention to enroll in the double major program. After the applications are evaluated by the department offering the double major program, student admission up to the quota announced shall be concluded by the decision of the respective administrative board. The decision (accompanied by a copy of its enclosures) shall be submitted by the respective Dean's Office/Directorate to the faculty/school/conservatory which the student is enrolled in, and to Student Affairs Office. Application and admission procedures shall be completed before the beginning of the semester (before the course registrations).

Academic Advising

ARTICLE 8 – A double major program coordinator shall be appointed by the heads of the relevant departments accepting and sending students to the double major program, to ensure that the program is conducted in line with its purposes and to provide academic advising to students. Program coordinators work in communication with the student's major program advisor.

Duration of the Program

ARTICLE 9 – The duration of study for students who have achieved the right to graduate from the major program but have not yet completed the secondary major program shall be the maximum duration defined in paragraph (c) of Article 44 of Law No. 2547, beginning from the academic year when they enrolled in the secondary major program.

In case students who have graduated from the major program and continue to study in the double major program, extend their studies beyond the normal period, they shall pay the tuition fee of the double major program.

Dismissal

ARTICLE 10 – Conditions for dismissal are as follows:

a) Students may withdraw from the double major program of their own accord.

b) Students enrolled in a double major program may withdraw from this program and apply and enroll in another double major or minor program, provided that they meet the application requirements.

c) A student who fails to register for courses for two semesters in the double major program, except for the reasons stated in Article 13 of this directive, shall be dismissed from the double major program.

d) Students who have a CGPA of less than 2.50 in the double major program for two semesters they registered for courses shall be dismissed from the double major program. The CGPA mentioned is the cumulative grade point average of the courses that the student has to take in the double major program (except for the common required courses transferred from the major program or courses that count towards both of the programs).

e) Those who have failed to graduate from the double major program within the period defined in paragraph (c) of Article 44 of the Law No. 2547 shall be dismissed from the double major program.

Academic Standing and Graduation

ARTICLE 11 – Conditions related to academic standing and graduation are as follows:

a) Students who have earned the right to graduate from the major program and have completed the double major program with a minimum CGPA of 2.75 shall be awarded a diploma of double major upon the decision of the respective administrative board. Students who have earned the right to graduate from the double major program but have failed to graduate from the major program shall not be awarded a diploma of double major.

b) Upon the decision of the respective administrative board, students who withdraw or are dismissed from the double major program may be awarded a certificate of minor degree for the courses they have taken, provided that the department offering the double major has a minor program and that the student has fulfilled all the requirements related thereto. How the courses they have taken will be evaluated shall be determined by the decisions of the respective administrative board.

National and International Exchange Programs

ARTICLE 12 – The equivalents of the courses students have taken during an exchange program they have attended in accordance with Article 32 of "Hacettepe University Regulation on Associate and Undergraduate Education and Examinations" may be included in the double major transcript upon the decision of the respective administrative board.

Excuse and Leave of Absence

ARTICLE 13 – Students who cannot register for any courses due to no available courses offered in the double major program; a course scheduling conflict or a valid excuse may be granted a leave of absence exclusively for the double major program upon the decision of the respective administrative board. This period shall not be counted towards the time frame for completing the double major program.

Miscellaneous Provisions

ARTICLE 14 – On the issues that are not covered by this directive; the provisions of "Hacettepe University Regulation on Associate and Undergraduate Education and Examinations" and the decisions of the Higher Education Council, the Senate, respective administrative boards and respective boards shall be applied.

Annulled Directive

ARTICLE 15 – Hacettepe University Directive on Double Major Program adopted by the Senate Decision dated 01/02/2006 and numbered 2006-13, is hereby annulled.

PROVISIONAL ARTICLE 1 – Students who have enrolled in the double major program before the 2013-2014 Academic Year shall be subject to the provisions of Hacettepe University Directive on Double Major Program adopted by the Senate Decision dated 01/02/2006 and numbered 2006-13.

Enforcement

ARTICLE 16 – This directive was adopted by the University Senate on 06/03/2013 and entered into force from this date onwards.

Implementation

ARTICLE 17 – The provisions of this directive are implemented by the Rector of Hacettepe University.
