Regulation on Summer School Education

 

CHAPTER I

Aim, Scope, Basis and Definitions

Aim

ARTICLE 1 – (1) The aim of this Regulation is to regulate the procedures and principles for summer school education and examinations to be offered in the faculties and schools, in the State Conservatory departments which deliver credit-based education, and in the graduate schools offering graduate education at Hacettepe University, with the exception of Medicine and Dentistry Faculties.

Scope

ARTICLE 2 – (1) This Regulation covers the procedures and principles for summer school education and examinations to be offered in the faculties and schools, in the State Conservatory departments which deliver credit-based education, and in the graduate schools offering graduate degree education at Hacettepe University, with the exception of Medicine and Dentistry Faculties.

Basis

ARTICLE 3 – (1) This Regulation is based on the Article 14 and 44 of the Higher Education Act No. 2547 dated November 4, 1981.

Definitions

ARTICLE 4 – (1) The terms and abbreviations in this Regulation shall be defined as follows:

a) Graduate School: Graduate Schools of Hacettepe University offering graduate education,

b) Faculty: Faculties of Hacettepe University,

c) Respective board: Faculty boards in faculties, school boards in schools and vocational schools, graduate school boards in graduate schools and Conservatory Board in the State Conservatory of Hacettepe University,

d) Respective administrative board: Administrative boards of faculties, schools, vocational schools, State Conservatory and graduate schools of Hacettepe University,

e) The SAO: The Student Affairs Office of Hacettepe University,

f) The Rector: The Rector of Hacettepe University,

g) The Rector’s Office: The Rector’s Office of Hacettepe University,

h) The Senate: The Senate of Hacettepe University,

i) The University: Hacettepe University,

j) The University Administrative Board: Hacettepe University Administrative Board,

k) Summer School: The education offered at the University in summer school in accordance with the Article 2 of this Regulation,

l) School: Schools and vocational schools at Hacettepe University.

CHAPTER II

Duration, Courses to be Offered, Registration, Examinations and Assessment

Duration of Education

ARTICLE 5 – (1) The duration of the summer school education shall be no less than five weeks. The final exams shall be offered in the following week after the completion of summer school education. For each course to be offered in summer school, the total hours of classes shall be equal to the sum of theoretical and practical course hours of the concerned course in fall and spring semesters. The period spent in the summer school shall not be included in the period of study.

(2) The period of the summer school shall be specified by the Senate within the academic calendar, considering the durations set out in the articles of this Regulation.

Courses to be offered, assigning the course instructors

ARTICLE 6 – (1) Courses to be offered in the summer school, and the instructors, medium of instruction and sections of these courses shall be determined by the respective board upon the proposal of the boards of the department, division and art division which offers the course. For service courses, the departments receiving such courses shall also be consulted.

(2) Courses to be offered in summer school shall be determined and announced by the respective Dean’s Office/Directorate of School before the final exam period of spring semesters and shall be reported to the SAO.

(3) Courses which are not offered in fall or spring semesters and the year-based courses shall not be offered in summer school.

(4) At least five students shall be registered for a course to be opened in summer school. However, this limit is not sought for graduate courses and practical courses of associate and undergraduate programs such as projects and internships upon the decision of the respective administrative board.

(5) Maximum number of courses to be delivered by a single instructor shall be determined depending on their title on condition that it shall be no more than 30 for faculty members; and no more than 32 for lecturers.

Registration and course registration

ARTICLE 7 – (1) Students to take courses in summer school shall register within a period specified in the academic calendar. Procedures regarding the payment of tuition fees for summer school shall be conducted as per the provisions of the applicable legislations.

(2) Students shall not add or drop any courses after summer school registration deadline. Nevertheless, in case a course cannot be offered as per the third paragraph of the Article 6 of this Regulation, students who registered the concerned course shall be allowed to register for any other available courses. In case students refuse to register for a course in substitution for the closed one, it shall be removed from their course registration, and they shall be refunded.

(3) In summer school, students shall take no more than 3 courses.

(4) Students who have the right or are eligible to take a single-course exam or an make-up exam in substitution for a final exam in accordance with the provisions of the Hacettepe University Regulation on Associate and Undergraduate Education and Examinations published in the Official Gazette dated September 9, 2012 and numbered 28425 may use this right by registering for courses offered in summer school and taking the final exams on condition that they register and meet the requirements for the concerned courses. Those who fail summer school shall take the single-course exam or make-up exam in the following semester after the summer school.

Taking courses from another university

ARTICLE 8 – (1) On condition that it is within the limits set out in the third paragraph of the Article 7 of this Regulation, students may take courses offered by other universities in summer schools/semesters. Nevertheless, the equivalency of such courses shall be approved by respective administrative boards prior to registration to the other university each year. The courses shall be included in the transcripts in accordance with the provisions of Hacettepe University Regulation on Associate and Undergraduate Education and Examinations and the provisions of Hacettepe University Regulation on Graduate Education and Examinations published in the Official Gazette dated November 23, 2012 and numbered 28476.

Devam zorunluluğu

ARTICLE 9 – (1) Except for the students who use their right to take exam as per the fourth paragraph of the Article 7 of this Regulation, students who repeat the courses which they failed previously with a grade of F2 or F3 shall attend 50% of the classes; and those who take a course for the first time or repeat the courses they failed previously with a grade of F1 shall attend 70% of the classes. For attendance to practical courses, the provisions set out in the Article 22 of Hacettepe University Regulation on Associate and Undergraduate Education and Examinations shall be applied.

Examinations and assessment of academic standing

ARTICLE 10 – (1) Mid-term and final exams shall be given for courses offered in the summer school and for students registered for such courses. Excuse exams shall not be given in substitution for the final exams of the courses offered in summer school.

(2) At least one mid-term and one final exam shall be given for courses offered in the summer school. Assessment and grading shall be conducted in accordance with the provisions of Hacettepe University Regulation on Associate and Undergraduate Education and Examinations and the provisions of Hacettepe University Regulation on Graduate Education and Examinations.

(3) Grades and points received for courses taken in the summer school shall be included in the transcripts under the title of summer school. Grades received from courses in the summer school shall not require a change in and the re-calculation of cumulative grade point average which has already been calculated as of the end of the previous fall and spring semesters.

(4) Associate and undergraduate students who have obtained the right to graduate with the courses they take and pass in the summer school shall be qualified for graduation from the University.

(5) The applicable provisions of Hacettepe University Regulation on Graduate Education and Examinations shall be applied for students who are enrolled in a graduate program and complete the course load in the summer school.

Special students

ARTICLE 11 – (1) Those who are registered in Hacettepe University Summer School as private students shall be granted by the SAO with a document which certifies the duration of education in the summer school, and codes, titles, credits and final course grade of the courses taken in the summer school. A list of final course grades shall be kept by the respective unit.

CHAPTER III

Miscellaneous and Final Provisions

Cases with no provisions

ARTICLE 12 – (1) For cases which are not covered by the provisions of this Regulation, the provisions of Hacettepe University Regulation on Associate and Undergraduate Education and Examinations and the provisions of Hacettepe University Regulation on Graduate Education and Examinations shall be applied.

Annulled regulation

ARTICLE 13 –  (1) Hacettepe University Regulation on Summer School Education published in the Official Gazette dated June 8, 2003 and numbered 25132 is hereby annulled.

Implementation

ARTICLE 14 – (1) This regulation shall enter into force upon its publication.

Execution

ARTICLE 15 – (1) The provisions of this regulation are executed by The Rector of Hacettepe University.
